feat(ci): add ArtifactHub annotations

The following PR adds the volker-raschek/ah-annotations action. This action reads the semantic commits between the old and new tags and uses them to generate a changelog for ArtifactHub. In addition, the action ensures that when pre-releases are created—for example, v0.1.0-rc.1, v0.1.0-alpha-2, etc.—the “pre-release” annotation is added. By default, Helm ignores pre-releases. If a user wants to install a pre-release, they must explicitly specify this using an argument: `helm search repo gitea --devel`.
