feat(auto-release): use unique timestamp-based tag pattern
Replace the YYYY-MM date format with a YYYYMMDDHHmmSS.run_id pattern to guarantee unique tags and prevent conflicts when the cron schedule triggers multiple times within the same month. Co-authored-by: Copilot <copilot@github.com>
